Limitations on people's ability to use their native language—and limited facility in speaking the dominant or official national language—can exclude people from education, political life and access to justice. In more than 30 countries in the region, the official language is different from the one most commonly used. Only 13 percent of the children who receive primary education do so in their native language. One might expect that the report would suggest a positive solution, which not only respects human rights HRs , but is also based on solid research. Sadly, this is not the case.
The transdisciplinary framework, initially proposed by the Douglas Fir Group and elaborated upon in Essentials of SLA for L2 Teachers Hall, , is new intellectual structure for understanding the many dimensions of learning additional languages [i].
